Sub: -Manual isolation of bogie with out switching of the electronics

in 3Ph locos-Reg

Ref: - Dy.CEE/Loco/Lr No.E.221/RAP/Vol VIII/2881 dated 13.12.2011

********

RDSO letter No.EL/3.1.35/2 dated 10.06.11 advised modification in software in
processor FLG-1 & FLG-2 to facilitate manual isolation of bogie without switching OFF
the electronics (MCE). Accordingly the modification was carried out in all three phase
locos of SCR. All divisions were advised by this office vide Sr.DEE/ELS/LGD Lr No
C/E.221/ELS/LGD/Inves/2 dt 26.11.2011. to intimate about the modified instructions
through driver notice books/ technical bulletins and to launch a drive for counseling
/training of loco pilots by loco inspectors.

They have been cases of on line failures of LGD based thee phase locos in recent
times where the LP have initially isolated one bogie and further isolated the second bogie
using switch No 154 without switching OFF/ON of control electronics. In all these cases,
main power become OFF as both the bogies remained in isolated condition and led to
failure of the loco.

However, if a LP isolates healthy bogie instead of isolating the faulty bogie using
the 154 switch and further tries to isolates the faulty bogie, the initially isolated healthy
bogie would not come back into service and would continue to remain in isolation. The
initially isolated bogie would come back into service only if MCE (Control electronics)is
switched OFF and ON.

In view of the above, it is once again advised to counsel loco pilots for manual
isolation of bogies without switching OFF the electronics as per RDSO letter.

The following instructions are also to be circulated to loco pilots.

Manual isolation of a bogie can be done using switch No.154 without
switching OFF the control electronics. However, to bring back the manually
isolated bogie in to service, control electronics (MCE) needs to be switched OFF
and ON duly normalizing the switch No.154 position.

Compliance must be submitted this office at the earliest.
